RailEval®

The NEED:

Proponents of new passenger rail services on existing freight rail corridors required a tool to assist in pre-feasibility screening of proposals. Generally, a new planning tool was sought that provides advanced planning and simulation capabilities for local authorities, railroads and their consultants with easy access from the Internet.

The CHALLENGE:

 Develop a web-based system for screening and general planning purposes.

Background

RailEval derives from a system that was initially developed for a research project of the Transportation Research Board (TRB). The research was conducted by DecisionTek and Transportation Economics & Management Systems, Inc. (TEMS). Rail Corridor Planning and Evaluation System

RailEval is a web-based tool for rail system evaluation. One of RailEval's intended modes of usage is the feasibility screening of proposed new passenger rail services in existing freight or shared-use corridors. RailEval may also be used for other capacity and operational analyses. 

 

RailEval features include:

  • A visual, interactive tool for rail infrastructure data management. 
  • Ability to manage, share and manipulate data representing: a railroad’s physical plant; trains and their consists; and railroad operating schedules. 
  • Ability to accommodate multiple simulation scenarios. Simulated operations with time, speed and position replicated with precision while accounting for resistive forces, locomotive power, braking forces, train handling, terrain and track geometry for explicitly defined trains. 
  • Simulated dispatching that prioritizes train movements; makes routing decisions; prevents train deadlock; and effects the safe separation of trains. 
  • A "conflict identifier" mode that supports new infrastructure location decisions. 
  • A system database that stores both input and results data, including time-speed-position of trains, and authorization status of traffic control blocks. 
  • An array of operating plan options including: regular timetable operations; General Code of Operating Rules (GCOR) Forms A and B (speed restrictions and work zones). A set of tables and charts for reporting results and enabling the analysis of simulations.

About RailEval
RailEval is a web-based simulation software that evaluates operations in a specific territory under alternative operational scenarios and with prospective infrastructure. The tool supports the development of plans for new passenger or freight rail services on existing rail corridors. In addition to infrastructure visualization and validation, RailEval supports planning for trains, train schedules, and other elements of rail operations. After developing the infrastructure data for a territory, and entering train and operating plan data, users can identify conflicts and simulate operations under alternative operating scenarios.

A robust array of charts and reports supports analysis of proposed new services and their operational and financial feasibility.
